Local Funding of Senior Services: Good Policy or Just Good Politics?

An exploration of how states and local governments are raising funds for aging services in light of an increasing older population and shrinking federal funds. This article concentrates mainly on the use of countywide senior-service levies and state lotteries as a means of complementing Older Americans Act funding.
